CBD gummies and nicotine pouches are both small, discreet products that people use during the day, so they are sometimes mentioned in the same breath. But they are very different products, with different ingredients and different rules. This guide explains the differences for UK adults.
What is CBD?
CBD (cannabidiol) is a compound found in the hemp plant. It is not intoxicating, so legal CBD products do not make you feel “high”. In the UK, CBD is sold as food (for example CBD gummies and CBD oils), as cosmetics and as vape products. CBD products are not medicines.
What are nicotine pouches?
Nicotine pouches are small white pouches that you place between your lip and gum. They contain nicotine, plant fibres and flavourings, but no tobacco leaf. That makes them different from snus, which contains tobacco and cannot be sold in the UK. Nicotine is addictive, and nicotine pouches are for adults only.

The UK rules
CBD
CBD foods are novel foods regulated by the Food Standards Agency. A product must not contain more than 1mg of controlled cannabinoids such as THC per container. The FSA advises healthy adults to limit CBD from food to 10mg per day and does not recommend CBD for people under 18, people who take medication, or people who are pregnant or breastfeeding.
Nicotine pouches
Nicotine pouches are legal for adults in the UK. Under the Tobacco and Vapes Act 2026, it becomes illegal to sell nicotine pouches to anyone under 18 from 29 October 2026, and buying them on behalf of someone under 18 is also an offence. Further rules, for example on advertising, flavours and displays, are expected in the coming years.
Is CBD an alternative to nicotine?
No. CBD and nicotine are different substances, and CBD is not a way to stop using nicotine. If you want to quit smoking or nicotine, the NHS offers free support through local stop smoking services and the NHS Quit Smoking pages.
Where to buy nicotine pouches
If you are an adult who already uses nicotine pouches, buy them from a specialist retailer that lists the nicotine strength clearly. In the UK, Snus Shop sells nicotine pouches from a wide range of brands. For readers in Poland and Czechia, there are local shops: Snus Shop Polska and Snus Shop Czech Republic.
Taking either on holiday
Rules for CBD and nicotine pouches differ across Europe. France banned nicotine pouches in 2026, and Belgium and the Netherlands do not allow them to be sold, while Poland and Czechia do. For CBD, read our guide Travelling in Europe with CBD.
Frequently asked questions
Do nicotine pouches contain CBD?
No. Nicotine pouches contain nicotine, not CBD. CBD is sold in separate products such as gummies, oils and vapes.
Can I use CBD gummies and nicotine pouches together?
They are separate products with separate rules. If you take medication, speak to your GP or pharmacist before using CBD, as the FSA does not recommend CBD for people who take medication.
Is snus the same as a nicotine pouch?
No. Snus contains tobacco and cannot be sold in the UK. Nicotine pouches contain nicotine but no tobacco leaf.
This article is for general information only. CBD products are not medicines and are not intended to diagnose, treat, cure or prevent any disease. Nicotine is addictive.
